History and Contemporaneity of the Faculty

The Faculty for Advance Training of the Lecturers of Bogomolets NMU started working in 1968. The foregoing opening followed major efforts in studying of the world educational experience in the important matter of continuous upgrading of the skills of high education institutions' lecturers, put by the Ministry of Higher and Secondary Education of the USSR, branch Ministries of the Union and the Union Republics.

Necessity of this important within the system of higher medical education matter was substantiated and implemented on the Union – large scale in form of "Regulations on the Faculty for Advance Training of the Lecturers of Higher Medical and Pharmaceutical Education Institutions, Doctors' Skills Improvement Institutes" in the days, when academician B.V. Petrovsky headed the Ministry of Health of the USSR and corresponding member of the Academy of Science of USSR V.D. Bratus administered the Ministry of Health of USSR.

The mentioned "Regulations" were renewed at the later dates; last renewal was made in the Soviet times, in 1988, when the Ministry of Health of USSR was led by A.Y. Romanenko (Order №123 as of 1988).

It is important to remark, that the Department of Pedagogy and Educational Psychology was organized at the Faculty for Advance Training of the Lecturers of Bogomolets Kyiv Medical Institute in 1977 (professor M.V. Cherpinsky was the first Chairman of the Department, who held the position by 1993, member of the Academy of Pedagogical Science S.D. Maksymenko was assigned to the position in 1993 and has been holding its by now). Advance training of the lecturers and administration staff of 120 medical schools and colleges of Ukraine started in 1981

The first Dean of the Faculty for Advance Training of the Lecturers of Bogomolets NMU(1968 – 1976) was a celebrated scientist – pediatric surgeon, Honorary Science and Technology Worker of Ukraine, professor Sytkovsky Mykola Borysovych, who put much efforts at the stage of arrangement of T&E at the newly created Faculty and for efficient implementation of the developed concept of the advance training. Then, the famous scientists, Professors Revutsky Evhen Lvovych (deanship from 976 to 1990) and Cherenko Makar Petrovych (deanship from 1990 to 1994) kept improving the system of the lecturers' skills upgrading. Activity of Professor D.G. Nalyvaiko – expert in modern educational techniques and educational process arrangement at the position of the Dean cannot be but spoken well.

The Dean's office of the Faculty for Advance Training was led by Doctor of Science (Medicine), corresponding member of the Academy of Pedagogic Science of Ukraine, Laureate of the State Prize of Ukraine, awarded in the sphere of science and technology, Chairman of the Pathologic Physiology Department, professor Byts Yuri Viktorovych from 1994 to 2008.

Professor Yuri Volodymyrovych Marushko, Chairman of Pediatrics Department №3, Doctor of Science (Medicine), has been fulfilling the obligations of the Dean of the Faculty for Advance Training since 2008.

12 000 of lecturers from 76 higher medical institutions of the USSR and 7 000 of lecturers from 120 medical schools of Ukraine passed advance training from 1968 to 1991.

Bogomolets Kyiv Medical Institute was one of the leading medical higher education institutions of the USSR, which carried out this important task (the rest institutions are the First Moscow Institute of Medicine named after I.M. Sechenov, the Second Moscow Institute of Medicine named after M.I. Pirogov, the First Leningrad Institute of Medicine named after I.P Pavlov and Novosibirsk Medical Institute). It is no coincidence that the geography of the lecturers of the higher medical institutions of the USSR as it was represented at the educational courses of the Faculty for Advance Training of Bogomolets Kyiv Medical Institute was very extensive – from Khabarovsk and Vladivostok in the east to Uzhgorod in the west, from Perm and Arkhangelsk in the north to Tbilisi and Erevan in the south

Kyiv attracts attention not only as the large scientific and cultural center but also as the city, where training of highly – qualified doctors, experts in different medical fields, is successfully fulfilled and where the world – known theoretic and clinical medicine schools are being espoused and developed.

After Ukraine became an independent country in 1991, Bogomolets NMU, its Faculty for Advance Training became the center for upgrading professional and pedagogic skills of teachers of 14 higher medical education institutions of Ukraine with III – IV accreditation levels and 120 higher medical institutions (medical schools, colleges) with I – II accreditation levels. .

New Regulations on the Faculty for Advance Training of the Lecturers of Higher Medical and Pharmaceutical Education Institutions and the Institutes for Improvement of Doctors of Ukraine were worked out and approved following Order of the Ministry of Health of Ukraine № 258 as of 30.12.93.Bogomolets NMU was acknowledged the main higher medical education institution of Ukraine, which was entrusted with the task to carry out this important work. National Pharmaceutical University (Kharkiv) was declared the main higher medical education institution of Ukraine, which was responsible for advance training of the teachers in the special "pharmacy" subjects. The developed concept of the advance training of the teachers, by which the higher medical education institutions of Ukraine have been governed till present time, envisages taking at least one course of skills upgrading at the Faculty of Advance Training every five years, mainly off – job and under the programs differentiated for the departments' chairmen (professors), assistant professors and assistants of primary and repeated training. The Regulations direct that assignment of a teacher to any given position is accomplished subject to available document with regard to passed advance training. Education in NMU under program of the Faculty of Advance Training is performed in Psychology and Pedagogy Department, IT and Computing Machinery Department and 66 key departments, including 33 departments, whereat the teachers of 120 higher medical education institutions with I-II accreditation levels got advance training. Alternatively, 77 bases of other seven higher medical education institutions of Ukraine were approved by means of Order of the Ministry of Health of Ukraine№ 255 as of 29.12.1993 for repeated studies of he teachers.

The key departments have modern scientific and clinical bases, provided with all courseware, required with the purposes of the advance training. Academic programs and curriculums are differentiated for the departments' chairmen (professors), assistant professors and assistants of primary and repeated education. Over recent years the Rector's office has put much effort for improvement of the basic material means and training facilities of the key departments, Psychology and Pedagogy Department, aiming to have them meeting the contemporary needs.

Also the advance training is performed directly at the key departments (participation in work of the conferences, seminars, methodic councils, handling the modern text and hand books, monographs), through participation in the work of scientific and medical societies and associations, scientific forums and congresses, in form of training in the leading laboratories and clinics of the scientific and educational institutions of Kyiv. Postgraduate and doctoral studies are important forms o the teachers' advance training.

The Dean's office involves in work at the Faculty for Advance Training both leading specialists of NMU and leading scientist, working in other educational and scientific institutions of Kyiv. Engagement of prominent specialists allows the audience from the medical institutions of Ukraine with I-II and III – IV levels of accreditation to familiarize with the recent achievements of the native scientific schools and the world medical science. In the second half of the 90s the Dean's office approbated holding of single – topic courses (physiology and pathology of cardio-vascular system, digestive system, respiratory system, on issues connected with theoretic and clinical aspects of immunology and allergology, on issues connected with theoretic and applied aspects of molecular biology, molecular pathology and medical genetics). A good many of the held courses were not inferior to the academic sessions and lecturing in terms of the teaching staff.

Activity of the Faculty for Advance Training of lecturers of NMU is performed in accordance with the action planned, approved on annual basis. Report on work of the Faculty for Advance Training is regularly heard by the Academic Senate of the University, at the meetings of Faculties' Senates and University Administration. Total number of the teachers, who upgraded the professional skills at the Faculty for Advance Training of Bogomolets NMU during the independence time (by 25 July, 2007), came to 16571 persons (9873 lecturers of the higher education institutions with III-IV accreditation levels, 6698 lecturers of the institutions with I-II accreditation levels). Thus, the average annual admission of the students keeps steadily growing in comparison with the previous period.

Absolutely new stage in activity of the Faculty for Advance Training (FAT) of the Lecturers of Bogomolets National Medical University began in October 2004. The Faculty carried out a lot of work for opportune and efficient implementation of main principles of Bologna process in the educational process pursuant to the normative documents of the Ministry of Science and Education of Ukraine, the Ministry of Health of Ukraine and the system of action measurers, developed for their implementation under the guidance of Rector of Bogomolets NMU, corresponding member of the Academy of Medical Science of Ukraine, professor V.F. Moskalenko.

Studying at the courses and seminars of the Faculty for Advance Training is performed under the program "Higher medical education and Bologna process", worked out by the leading experts of the Ministry of Health of Ukraine and lecturers of Bogomolets NMU.

Administration of the Faculty for Advance Training and the Department of Psychology and Pedagogics worked out the supplement to the educational program "Higher medical education and Bologna process" in form of two modules.

One of these modules, "Innovative technologies of higher medical education", envisages in-depth studying of this problem as one of the most vital in the contemporary professional pedagogy. Another module, "Pressing problems of reforms in the health protection system in Ukraine", is directed towards teaching of the urgent problems of family, insurance, evidentiary medicine and standards in medical aid, provided to the public, as the top priority task at the current stage.

Active implementation of the program "Higher medical education and Bologna process" was carried out at the planned courses and additional seminars, participated by the responsible employees of the Ministry of Health of Ukraine – Deputy Minister of Health, professor V.G. Perederiy, Deputy Director of Staff Policy, Education and Science Department of the Ministry of Health of Ukraine, professor O.P. Volosovets, main specialist of Staff Policy, Education and Science Department of the Ministry of Health of Ukraine, Candidate of State Management, T.I. Chernyshenko, groups of the program's developers: assistant professors L.I. Ostapyuk, S.M. Belan, N.M. Zelenina, L.M. Artemchuk, lecturers of the Department of Psychology of Bogomolets NMU - member of the Academy of Pedagogic Science of Ukraine S.D. Maksymenko, assistant professors V.E. Mileryan, V.A. Kyrychok, M.M Filonenko, lecturers of the Department of Social Hygiene and Organization of Health Protection №2 of NMU – professor B.O. Ledoschuk, professor V.D Paria, professor A.R. Uvarenko, assistant professors V.P. Gaiduk, E.E. Katyshev and others.

Moreover, the leading experts - lecturers of the Departments of NMU, corresponding member of the National Academy of Science of Ukraine, professor I.S. Chekman, corresponding member of the Academy of Medical Science of Ukraine, professor K.M. Amosova, professors M.M.Kolesnikov, O.M. Gyrina, assistant professors S.O. Velichko, A.I. Egorenkov, M.P. Malezhyk and others read the lectures of the planned advance training courses.

Total number of the teachers, who passed advance training within the program "Higher medical education and Bologna process" during the period from October 2004 to June 2007, came to 1958 persons, including 1220 lecturers of the higher medical education institutions with III – IV accreditation levels, 738 lecturers of the higher medical education institutions with I-II accreditation levels. It is important to remark that about 2000 individual projects of the educational programs within the credit and module system were worked out by the audience, repeatedly taking the course at the Faculty for Advance Training, during the mentioned period. The students of the Faculty for Advance Training developed module system of syllabus for an academic subject, determined its credit implementation within ECTS system, worked out a diagnostic system for final module control, prepared the materials for organization of individual work etc. The projects are implemented under the guidance of the lecturers of the Department of Psychology and Pedagogics and the key Departments.

The Faculty actively implements other contemporary forms of advance training and arranges topical workshops for NMU pedagogic staff with certain qualification levels. Thus, some workshops were arranged last year, including the workshops devoted to such modern topics as "Modern computed technologies in medicine and medical education", "Fundamentals of informatics and computing machinery", "Bioethics in medicine". In general about 298 employees of NMU took part in work of the seminars.

Seminars on psychological and pedagogic issues, which are held for the lecturers and postgraduate students without special pedagogic training, are of long term importance for NMU. The first seminar of such type was arranged by FAT together with the Academic and Methodical Department of NMU in June 2007. They plan permanent work of this seminar in future. Completing an outline on the history and contemporaneity of the Faculty for Advance Training of the Lecturers of Bogomolets NMU we shall note that the Faculty played its role at all stages of activities for securing of the required level of pedagogic and professional skills of the lecturers. The present stage, which purpose is to reform higher medical education in Ukraine, adjust it to the contemporary requirements, needs extra efforts and thought-out, well-balanced approach in order to introduce all new and progressive things currently existing in the world and to preserve all things, due to which the native medical science and education were famous.

Quantitative indices of advance training of the lecturers of HMEIs (higher medical education institutions) of Ukraine at the Faculty for Advance Training of the Lecturers of Bogomolets NMU (1992/1993 – 2006/2007 academic years).

II. The Faculty for Advance Training (FAT) in 2008-2009.

FAT functions in accordance with "Regulations on the Faculty for Advance Training of the Lecturers of Higher Medical and Pharmaceutical Education Institutions, Doctors' Skills Improvement Institutes" (order of the Ministry of Health of Ukraine №258 as of 30.12.93). The Regulations envisage a teacher's taking at least one course of skills upgrading at the Faculty of Advance Training every five years, mainly off – job and under the programs differentiated for the departments' chairmen (professors), assistant professors and assistants of primary and repeated training.

Work of the Faculty for Advance Training is carried out in three main sectors, determined by the normative documents:

  • Psychological and pedagogic training
  • General theoretical training
  • Specialized professional training.

Forms of advance training. Main form is the course of advance training. Advance training of the lecturers of higher medical institutions of Ukraine with III – IV accreditation levels has been differentiated for departments' chairmen (professors), assistant professors and assistants of primary and repeated training. Advance training of the lecturers of higher medical institutions (HMEIs) of Ukraine with I – II accreditation levels has been differentiated for directors, deputy directors for educational and upbringing issues, methodologists and teachers of primary and repeated training. The Department of Psychology and Pedagogics and the profiling Departments of NMU have been actively introducing the program "Higher medical education and Bologna process" with two additional semantic modules in the education process within the advance training cycles. The program is read in its entire scope within the courses for departments' chairmen (professors), assistant professors and assistants of primary and repeated training of HMEIs of Ukraine with III – IV accreditation levels and for teachers of primary and repeated training of HMEIs of Ukraine with I-II accreditation levels. The Department of General and Medical Psychology worked out the specialized course "Modern psychological and pedagogic problems of higher medical education", which is differentiated for the primary and repeated courses of advance training.

Further reform of the advance training programs at the repeated courses envisages in-depth study of such topic as "Modern innovative and interactive technologies of higher medical education in the context of the tendencies of integration into the European system of education". Further introduction of modern technological systems of training during 2008-2009 academic year has became of material significance for improvement of the pedagogic skills of FAT students in view of the requirements to training of the professionals for integration into the European system of education. Such systems include the wide range of technologies and methods: techniques of task-oriented education; techniques of interdisciplinary integrated education; training techniques; simulating, role, playing techniques; techniques of fundamental medical education; personality – oriented educational techniques; credit and modular techniques; quality diagnostics techniques; students' individual work techniques; information technologies.

These issues are elucidated while studying at FAT courses of advance training of the lecturers, at such lectures and seminars as: "Modern interactive and task-oriented techniques in studying within the higher medical education system", "Modern lecture: technological trends of development", "Fundamentals of pedagogic management", "Craft of pedagogic communication", "Modern tools of upbringing in NMU", "Age – specific features and problems of socialization of HMEIs' students", etc.

The following advance training courses were held in 2008 – 2009 subject to the requirements for joining the European higher education area:

- HMEIs with ІІІ -І V accreditation levels: «Higher medical education in Ukraine: problems and prospects of joining the European higher education area", held for the department chairmen, professors, assistant professors; "Innovative technologies in higher medical education in the context of Bologna process", held for the assistants of the repeated training; "Fundamentals of Pedagogy and Psychology in higher medical education", held for the assistants of primary training.

- HMEIs with I-II accreditation levels: "Psychological and pedagogic aspects in activity of the managerial staff of HMEIs with I-II accreditation levels in the context of Bologna process", held for the directors and deputy directors for T&E; "Professional medical education: trends of development and innovative technologies", held for the lecturers of repeated training; "Fundamentals of Pedagogy and Psychology in higher medical education", held for the lecturers of primary education.

The Department of General and Medical Psychology and Pedagogy introduced the elective courses in 2008 – 2009 academic year for the first time:

1. «Professional Advancement Training»

«Problem of occupational burning-out of medical and educational staff".

FAT NMU uses other forms of education as well – courses of the in-depth-of-topic improvement, seminars, field-work.

FAT of NMU lecturers first held the course of in-depth-of-topic improvement "Fundamentals of evidentiary medicine. Research Organization and Control", "Methodology and Bioethics in medical researches". New theme-based post-graduate course "Biomedical engineering and modern technologies in medical education" was worked up and approved at the meeting of the academic Senate (05.06.09). Some lecturers of this course were read within the advance training courses already in September 2009. It is said with regard to the lecturers of the corresponding member of the Academy of Pedagogical Science of Ukraine, professor Chaly O.V., professor Pariy V.D "Physics and Medicine: synergetics principles of education and science", "Application of the methods of modeling in ecological, medical and medical and engineering researches". The Lecturers and studies have been highly appreciated by the FAT audience.

The following seminars were held under the order of the Ministry of Health of Ukraine: "Vital questions of immunoprophylaxis in Ukraine" (19.01-20.01. 2009 and 29.01.-30.01.2009), "Flue A (H1N1). Epidemiology, clinic, treatment and prophylaxis" (20.10.2009). In accordance with Order of the Ministry of Health of Ukraine №313 as of 08.05.2009 the issues connected with HIV epidemic are added to the academic programs of relevant departments. Points of Order of the Ministry of Health of Ukraine №703 as of 01.10.2009 "On approval of the action measures for improvement of organization and fulfillment of prophylactic vaccination measures in Ukraine" have been worked up. The following seminars were held as well: "Credit and module system of organization of the educational process with the FAT audience" (12.11.2008), "Problems of Bioethics and Biophysics of the alive" (19.03-20.03.2009). The Department of medical informatics and computer technologies in education held two seminars – "Modern pharmaceutical science. Specialized expertise (12.02 – 13.02. 2008; 23.09-27.09.2008), seminar for the lecturers of HMEIs with I-II accreditation level "Contemporary nursing care. Specialized expertise" (10.02-14.02.2009).

The seminars were also held for the chairmen of the departments of NMEIs with IV accreditation level: hygiene and ecology "Vital questions in common hygiene lecturing" (10.04.2009), pharmacology "Credit and module fundamentals of pharmacology lecturers" (27.05.2009). Following the relevant application to the Ministry of Health of Ukraine FAT NMU was granted with the permit (letter №08.01 -51/689 as of 23.04.2009) to launch the theme-based post-graduate courses concerned with the issues of organization of educational process in accordance with the credit and module system, which audience is the lecturers of HMEIs of Ukraine with III – IV accreditation levels, participating annual methodical meetings and conferences of the "backbone" departments of Bogomolets NMU. Important form of the lecturers' skills upgrading is their training at the Ministry of Health of Ukraine, at pre-graduate cycles of NMAPO named after P.L Shuplyk, and jobsite training in the leading laboratories and clinics of the research and education institutions of Kyiv, Ukraine and the world. Post-graduate and doctoral courses, participation in the work of seminars, scientific conferences, conventions and congresses and working out the modern text and hand books, monographs are the important forms of the lecturers' advance training as well.

FAT of NMY carries out its activity in accordance with the action plan, approved on annual basis. The work is controlled by means of reports, given to the Academic Senate of NMU and NMU's administration (05.05.2009). Plan for admission to FAT per specialities is worked out on annual basis and approved by the University administration and by the Ministry of Health of Ukraine. Approved plan is sent to HMEIs of Ukraine with III – IV accreditation levels and I-II accreditation levels. HMEIs get the advance training vouchers in accordance with their applications. The students of FAT are provided with accommodation in a hostel (17 beds in hostel № 5 of NMU and 28 beds in hostel №4 - NMAPO named after P.L Shuplyk).

Methodological support of FAT's work. Pursuant to the Regulations on FAT the key departments of MNU started working up the working academic programs, differentiated for professors, assistant professors, assistants of primary and repeated training), in 2008 – 2009 academic year. The structure of a program consists of 4 components (semantic modules) – methodical experience of the Department, research work, clinical practice and pedagogic practice. All aspects of such programs' structuring have been discussed during a meeting of the Scientific-Methodological Board of FAT. They also have worked out the issue connected with bringing of the normative documents of the departments, working at FAT, in line with the contemporary standards. As of today the majority of NMU departments have presented their renewed working academic programs. It is referred to the Departments of General and Medical Psychology, Obstetrics and Gynecology №1, Biology, Hygiene and Ecology, Social Medicine and Organization of Health Protection, Histology and Embryology, Infectious Diseases, Physiology, Neurology, Oncology, Operative Surgery and Topology, Traumatology and Orthopedics, General Surgery №1, Ophthalmology, Pediatrics №2, Pediatrics №3, Pediatric Infectious Diseases, Phytophysiology, Radiology and R adiation Medicine, Operative Dentistry, Surgical Dentistry and Oral and Maxillofacial Surgery, Prosthetic Dentistry, Juvenile Operative Dentistry and Dental Preventative Care, Internal Medicine №2, Endocrinology, Urology, Phthisiology, Physical Rehabilitation and Sport Medicine, Surgery №2, Children Surgery, Otorhinolaryngology, Dermatology and Venereology, Epidemiology, Latin and others.

On 13 October, 2009 t he Dean's office of FAT held the scientific and research seminar "Modern methodical principals of teaching practice to be organized for FAT students at the key departments of NMU" for the academic tutors. Matters of teaching practice as the component of training of the lecturers of HMEIs of Ukraine were explicitly cleared at the seminar, arranged by FAT for the academic tutors of the key departments. The key departments are provided with all educational and methodical literature, required for the advance training of the lecturers, have modern physical infrastructure.

All textbooks, manuals and lectures' and workshops workbooks, edited by a relevant department, are used for studies at the key departments.

FAT facilities: Departments of General and Medical Psychology and Pedagogy and 59 key departments of Bogomolets NMU. This work is carried out within several important aspects – research, educational and methodological, treatment aspects. Teaching practice that envisages workshops and lectures to be conducted by FAT student under supervision of the academic tutors of FAT key departments is an important part of this work. Another capital aspect of this work is FAT students' visiting the modern research and clinical centers of Kyiv, the Academy of Medical Sciences of Ukraine. In recent years the University Administration has been putting major efforts for improvement of the resource and training facilities of the key departments, the Departments of General and Medical Psychology and Pedagogy in order to bring these facilities in line with the contemporary standards.

FAT students have taken the lecture read by the Nobel Prize Laureate, academician E.I.Chazov, with a keen interest. Training of FAT students is performed by highly qualified faculty and staff. An active hand in training is taken by the lecturers of the Departments of General and Medical Psychology and Pedagogy of Bogomolets NMU – member of Academy of Pedagogical Sciences of Ukraine S.D. Maksymenko, assistant professors V.E. Mileryan, V.A.Kyrychok, M.M. Filonenko, V.V.Turban, the lecturers of the Department of Social Hygiene and Organization of Health Protection for Advance Training of Health Protection Executive Staff – Chairperson of the Department, professor B.O. Ledoschuk and assistant professor E.E. Latyschev, Chairman of Clinical Immunology and Allergology, professor G.M. Drannyk, professor V.E. Kazmirchuk. Celebrated scientists are engaged in lecturing: corresponding member of the Academy of Medical Science of Ukraine and the National Academy of Sciences of Ukraine, professor I.S.Chekman, corresponding member of the Academy of Medical Science of Ukraine, professor V.Z. Netyazhenko, corresponding member of the Academy of Pedagogical Sciences of Ukraine, professor O.V. Chaly, professor S.O. Kramarev, professor I.P. Kolesnikova and others.

In 2009 FAT of NMU renewed cooperation with the research academic institutions of Kyiv. Thus, within the lecture course, FAT has presented a new lecture of research worker of the Institute of Molecular Biology and Genetics of the National Academy of Sciences of Ukraine, V.V. Gordiyuk, "Biomolecular principles of carcinogenesis". The lecture has been highly praised by the students of FAT. This lecture has opened the content general subject cycle at FAT and made start of cooperation with the capital academic institutions. It is important to note that in 2008 – 2009 academic year approximately 100 individual projects for elements of core curriculum, based on the credit and module system, and about 550 lectures', workshops and seminars' workbooks and methodological recommendations for organization of the students' individual work were developed. Individual projects and graduation theses are prepared under guidance of the lecturers of the Departments of General and Medical Psychology and Pedagogy and the key departments. FAT students are provided with the methodological materials of the Departments of General and Medical Psychology and Pedagogy and the key departments.

In 2008 – 2009 academic year the teachers were trained at 12 planned annual cycles and 10 cycles of theme-based post-graduate course and seminars. In general, 1336 lecturers of HMEIs of Ukraine with III – IV accreditation levels and I-II accreditation levels passed advance training in 2008 – 2009 academic year. General results of the work, carried out by the Faculty for Advance Training of Bogomolets National Medical University, are demonstrated at drawing №1.
